The second resource is a lecture that introduces the QUIC transport protocol, providing a nice introduction to internet ossification as part of the background. If you did not watch this lecture as part of our course block on &#8220;QUIC and the Evolution of the Web&#8221;, have a look at the first 35 minutes or so (or all of it if you are interested in QUIC).
